The Ust-Ilimsk CHPP is a major thermal power plant located in the city of Ust-Ilimsk, in the Irkutsk region. It is the only company in the Irkutsk energy system that covers the process end-to-end, from generating heat and electric power to delivering water directly to consumers. The plant provides heat for timber industry facilities and also heating, ventilation and hot water supply for the residential area of the city.

The construction of the Ust-Ilimsk CHPP began in 1974, driven by the rapid growth of the timber industry around Ust-Ilimsk. The plant was designed to become a subsidiary of the Ust-Ilimsk Pulp Mill which belonged to the USSR's Ministry of Paper Industry. Phase I of the plant was launched in 1978. The plant has several power generating facilities. Each consists of steam turbines and high-pressure boilers. This allows it to efficiently produce electric power and heat for the city and its industrial facilities.

As part of the federal programme for the modernisation of thermal power plants, which was launched in 2018, boiler unit No. 1 is being upgraded. An electrostatic filter is being installed to replace the centrifugal collector battery. The electrostatic filter will reduce the emissions of ash particles by more than three times.
