Located in the city of Irkutsk, Novo-Irkutsk CHPP is one of the largest thermal power plants in the Irkutsk Region. The Novo-Irkutsk CHPP plays a crucial role in providing a secure energy supply for the Irkutsk region. It provides heat and electric power to residential areas, industrial facilities and social institutions in Irkutsk and its surroundings. Besides, the plant is involved in load regulation for the region's energy system, helping maintain the stable operation of its power grids.

The construction of the Novo-Irkutskaya CHPP began in the 1960s. Phase I of the power plant was commissioned in 1975. The plant was originally constructed to meet the growing demand for heat and electric power from the region's expanding industrial sector, including major pulp and paper mills.

In recent years, the plant has been undergoing retrofitting to enhance its efficiency and reliability. As part of a federal programme for the modernisation of thermal power plants, which was launched in 2018, the plant is upgrading two of its boiler units. When completed, this project will help reduce air pollution from each boiler by 13 times and ensure reliable heat supply during winter. With the increased demand for energy, a new coal unloading unit is being built to cope with the growing need for fuel.
