CHPP-11 is a thermal power plant located in Usolye-Sibirskoye, Irkutsk region. It is a crucial energy facility in the region and serves as the primary source of heat for residential areas, social institutions and industrial facilities in the city.

Construction of CHPP-11 began in 1954. In 1959, the first boilers and turbine units were commissioned there. Since then, the plant has been constantly growing. Today, the facility operates with seven turbine generators and eight boiler units. This allows it to efficiently produce electric power and heat for the city and its industrial facilities. Initially, it the plant was planned to become the energy shop of the Usolyekhimprom chemical plant. Today, CHPP-11 provides heating and hot water supply to the population and industrial facilities of Usolye-Sibirskoye, the local agricultural complex and the village of Belorechenskiy.

As part of the federal programme for the modernisation of thermal power plants, action is being taken at the TPP in Usolye-Sibirskiy to upgrade boiler unit No. 3. The design process began in 2021, and construction and installation works are currently in progress. The retrofitting of the boiler is planned to be finished by March 2025. After the upgrade, the equipment will work more efficiently.

Besides the modernisation of boiler unit No. 3, there are also plans to build two new power generating facilities with a capacity of 230 MW each at the CHPP-11 industrial site. The work is being carried out under the government programme Bids for Capacity Selection at New Generating Facilities. The equipment is expected to be operational by the end of December 2028.

Additionally, as part of the programme to improve environmental efficiency by 2031, the boilers and ash collection units at CHPP-11 will be updated to reduce their footprint.
