The construction of CHPP-10 began in the mid-1950s to meet the needs of the local Electrochemical Combine. Phase I was commissioned in 1959, and within just three years, all eight power generating facilities were put into commercial operation. In the following decades, the plant was regularly retrofitted and expanded to meet the growing demands of Angarsk's industrial sector.
Today, CHPP-10 remains a vital part of the Irkutsk region's energy system. It not only serves industrial facilities but also provides heat and hot water to the residential districts of Angarsk. The plant also generates electric power that is fed into Russia's unified energy system.
In 2024, CHPP-10 started a major re-equipment. Four turbine generators are being replaced, which will significantly enhance the facility's performance. This includes increasing its capacity and improving the efficiency of its heat and electric power production. The Energy Holding En+ is conducting these works as part of a federal programme for retrofitting thermal power plants which began in 2018. In the long run, between 2025 and 2030, an estimated RUB 1.6 billion will be invested in capital construction at CHPP-10 in Angarsk.
